In today’s retail environment, Target has emerged as a clear winner because of the success of our strategic initiatives and investments. A key part of our long-term, winning strategy is ensuring a policy environment that allows our business to thrive and growth in an ever-changing retail landscape.

Laws and regulations created in Washington, DC and in state capitals around the country have a direct impact on the way we do business.

The PAC is one of our most important tools we have to help shape the external environment in which we operate, positioning us as a winner.

There are approximately 3,500 registered PACs in the United States. Target, like most Fortune 500 companies, allows its team members to contribute through a PAC on a bipartisan basis to candidates who are actively engaged with legislation and policies that would fundamentally change our ability to do business. These issues include "e-fairness" online taxes, debit card "swipe fees," taxes, and trade legislation.

Because issues like these could cost Target hundreds of millions of dollars and raise the cost of the products we offer our guests, it is essential that we actively engage in the political process--ultimately leading to continued low prices for our guests, more rewarding jobs and benefits for our team members, and increased support for our communities.

Like our competitors, it is important for us to participate in the process by communicating with candidates and elected officials about the complexities of our business. Since the law prohibits corporations from making contributions to federal candidates, our PAC is the best way to make our collective voice heard in Congress.

Yes. There are more than 3,500 PACs in the U.S. representing small, medium and large companies, labor unions, and a broad range of special interest groups and professional organizations.

Upon submission, you are a TargetCitizens member!

You choose the amount to contribute. If you wish to participate in the "You Give, We Give" PAC match program, where Target matches your PAC contributions through a donation to a charitable organization, you must meet these guidelines:

  • Pay band TLT: must contribute $192 per pay period to qualify for PAC match.
  • Pay band 10: must contribute $134 per pay period to qualify for PAC match.
  • Pay band 9: must contribute $96 per pay period to the PAC to quality for PAC match.
  • Pay band 8: must contribute $38 per pay period to qualify for PAC match.
  • Pay band 7: must contribute $20 per pay period to qualify for PAC match.
  • Pay band 6: must contribute $14 per pay period to qualify for PAC match.
  • Pay band 4/5: must contribute $10 per pay period to qualify for PAC match.

Listed amounts are only a suggestion and more or less may be given if consistent with federal contribution limits. Your contributions are completely voluntary. Your decision to join as a TargetCitizens member has no impact on your present or future status at Target. Under federal law, the maximum amount an individual may give to a political action committee in a calendar year is $5,000.

The primary benefit of PAC membership is the ability to make a positive impact on legislation affecting our company, team members and communities. You also will receive newsletters keeping you informed about political and public policy issues and invitations to hear political presentations by members of Congress and political commentators.

A strong TargetCitizens PAC helps Target shape the external environment in which we operate. We need elected officials who understand and support Target's key business priorities. Every facet of Target's business is impacted by government legislation and regulation. By engaging with the broadest possible group of lawmakers we help shape legislative outcomes and public policy to further enhance Target's success. When eligible team members invest in the TargetCitizens PAC they are making an investment in Target's future and continued success.

TargetCitizens is not a partisan entity. We contribute to political candidates and committees based strictly on issues that directly affect our retail and business interests.

Both. Target believes that we work best when we have strong, productive relationships on both sides of the political aisle. Therefore, TargetCitizens' contributions are intentionally bipartisan. For example, in 2019, TargetCitizens' contributions went 48.5% to Democrats, 48.5% to Republicans, and 3% to a nonpartisan retail trade association.

PAC Contributions

Target's executive-level Policy Committee determines the factors to be considered when making contribution decisions. These factors are:

  • General alignment with Target's business objectives
  • Extent of Target's presence in a candidate's state or congressional district
  • Relevant legislative committee assignments
  • Leadership positions
  • Political balance
  • The interests of our guests, team members, shareholders and other stakeholders

TargetCitizens also works collaboratively with our retail-industry peer companies and trade associations to support candidates who understand and appreciate issues important to the retail industry.

TargetCitizens is a bipartisan organization that contributes to both Democrats and Republicans based on business issues critical to Target. Therefore, it is unavoidable that individuals may not always agree with all views of the candidates supported by TargetCitizens. The fact is that all candidates have numerous positions on a broad range of topics, and it is rare for any company or individual to agree 100 percent with any given candidate's views. But by focusing on business issues that are critical to Target's success. TargetCitizens allows us to support decision-makers who understand retail issues and will be open-minded to our views.

TargetCitizens believes that neither party has all the good ideas in our government, and that we should have productive relationships on both sides of the political aisle. Also, power often switches from one party to the other, and we feel we are best served by remaining a very bipartisan organization.

Yes, all contributions are publicly disclosed and available on the Federal Elections Commission website www.fec.gov. Our annual giving numbers are also available in our PAC Annual Report.

Your entire PAC contribution is distributed to candidates and political committees. The law allows Target to pay all administrative costs related to the PAC, so your full contribution goes directly to candidates and political committees.

No. Political contributions are not considered deductible charitable contributions.

No. Federal law prohibits corporate contributions to federal candidates.

No. Contributions to the PAC are entirely voluntary. Decisions whether or not to contribute, or how much, to contribute will have absolutely no effect on a team member's job status.
